force gstreamer0.10-qapt back into installations

this package was removed from the seed pending gstreamer1 support, but was
 not added back when the gst1 port landed. now to ensure that all installations
 transit to the working package we need a dependency rather than a recommends.

the related utopic commit reinstates the package with a recommends relationship
