fix pull-ppa-source

the previous commit was wrong in a number of ways

a) we use exact match, so saying that the status ought to be pending
   would exclude everything but pending sources
b) if one were to want to include pending (which would generally make sense)
   one would have to query for status=pending AND status=published and then
   merge the collections returned by both (and possibly filter dupes since
   a thing might have changed status between the two queries)
