Fixed kick time integration with GUI, so entered values now work with kick.

Added block, unblock, and lsblock commands. Where block can block a user from using main chat, search, commands, pms, active and passive connections. lsblock will list all active blocks.

Fixed BanManager, unbanning now works properly, match_types fixed to go with the correct bans. added lsban command to list bans. bans will now save with settings saves (which also automatically save every 5 minutes now)

Added a say command, where you can send a message as any online user (not bots though).

History fixed, so that the history command no longer collects PMs. Added a keep history log option in on the General Page, so that history logs will be kept in config_dir\history\yyyy-mm-dd-history.txt in utf-8 encoding.

Fixed validateRank function, to now not allow using of command on equal ranks by default.
