Fix bug 1082437 (percona_changed_page_bmp not runnable with release
builds or Valgrind).

This test contains crash injection and very fast shutdown testing.
The former makes it incompatible with release builds, and both of them
make it incompatible with Valgrind.  But the testcase contains many
regular tests, and there is no good reason to make them unavailable
for release builds or Valgrind.

Fixed by moving the crash injection and very fast shutdown tests to a
new testcase percona_changed_page_bmp_crash.  Remove debug build and
Valgrind checks from percona_changed_page_bmp test.  Delete
percona_changed_page_bmp_no_restart testcase as obsolete.
