Adds a service restart after configuring the BIP DOCKEROPT

This adds a file monitor via the @when_file_changed() decorator which will
automatically restart the docker host if it changes. Due to the nature of how
dangerous this can be if you're on a production system, please be mindful
of your writes and guard against any unneccesary changes to the defaults file
