Turn off OpenID logging to the Apache error log

This gets rid of messages like:

  [error] No pre-discovered information supplied.
  [error] Performing discovery on https://launchpad.net/~fmarier
  [error] Received id_res response from https://login.launchpad.net/+openid using association
