Build packages for apt.libravatar.org

Instead of building unsigned packages that are copied directly
onto mirrors, build signed packages to be hosted on the official
Libravatar repository.

Mirrors maintained by the core team will be updated immediately
using fabric, others will (hopefully) be updated quickly by their
maintainers.
