Continue to fix scavenger merge issues
Fix pushbuild error that was detecting a configuration change
Fix some 305 errors with the previous version of scavenger
Improve scavenger so it only retires the age groups required to reach the
        floor
Don't keep track of per table prune/retire information and don't thus don't
        use per table criteria for prune/retire
