[r=jtv][bug=1366726][author=julian-edwards] Attempt to populate the cluster_interface when a MAC is added to a node. This avoids the problem where a lease is already present after a node and/or MAC address is added because that linkage was previously only attempted at lease upload time. That's problematic because leases are not re-sent to the region unless changes are noticed.
