1. Changed the tarball target for HepMC2 so as to use the new official webpage.
Unfortunately this necessitated some changes that now demand to have 'autoreconf' available on the user's system. This will hopefully be fixed by the HEPMC2 people soon by running themselves 'autoreconf -i' on the tarball.
