MSI Installer:
- adhere to component rules (file-per-component on unversioned files)
- schedule removing of old installation later and use NeverOverwrite on data files,
to prevent removal or rewrite of the mysql/* files. This superseeds the previous solution
(having an empty GUID on data files) - the advantage now is that those files are controlled
by installer and can actually be uninstalled too, though an upgrade would never change
them. This allows for clean uninstall (in theory, once user data is created it is no more possible)
