Merged generate-html-improvements.

Presentation-related methods on the Bug class, to generate a CSS class
name for importance, a short name for branches and the URL to use when
linking a branch have been removed.  Jinja2-compatible filters have
been added and the template has been updated to use them.  Finally,
typos and text in the README have been fixed and simplified.
