Make it also possible to run the test suite with python setup.py test.

This only works if you've got setuptools available, as distutils doesn't
support a 'test' subcommand.

I still recommend 'make test' (or 'python tests.py') as the primary way of
running tests (it's faster and doesn't require setuptools).
