devstack/plugin.sh: Don't launch midonet services too early

Postpone mido.sh to the "post-config" phase.

The "install" phase is run before init_neutron, which re-creates
the database.  In case of Cluster API, launching services at the
phase means that the database can be recreated while Neutron Importer
is running.
