Version: Bump version to 2015.1.4

After correcting setup.cfg to be 2015.1.3, it was discovered that
PKG-INFO also had the 2015.1.1 version in it, which was preventing
a subsequent release of 2015.1.3 from working.

This corrects the PKG-INFO version, which should allow the new
version of 2015.1.4 to be pushed to PyPI.
