Add vegetahd quirk to apply width alignment during buffer allocation
Vegetahd's gralloc device seems to allocate buffers that do not respect the alignment requirements of HWC; consequently HWC rejects composing such buffers. Fixes: https://bugs.launchpad.net/bugs/1454406.
