tests: Fix race between display config notifications and surface creation
Ensure display config notifications have been delivered to existing surfaces before
creating a new surface since the point of the test is to receive an output event during surface creation
not during display configuration changes. Fixes: https://bugs.launchpad.net/bugs/1524161.
