[r=andreserl][bug=][author=blake-rouse] Add interface parameters for mtu, accept_ra, and autoconf. Add bond parameters for bond_mode, bond_miimon, bond_downdelay, bond_updelay, bond_lacp_rate, and bond_xmit_hash_policy. Add proper support for MTU management between parent and children interfaces. Drive-by fixes include:

* Not allowing creating a VLAN on a parent in a bond.
* Not allowing creating a Bond on a parent that is in a bond or has child VLANS.
* Removing the IP addresses from the parent interface when placed in a bond.
* Ensuring that newly created interface get a LINK_UP.
