[r=brendan-donegan][bug=1622971][author=allenap] Create the /etc/ntp directory. MAAS writes custom NTP configuration to /etc/ntp/maas.conf because ntpd is allowed by AppArmor to read configuration only from /etc/ntp.conf and /etc/ntp/**.
