Several EMR reconstruction improvements and bug fixes:
* Added Michel electron momentum reconstruction
* Adjusted the time gate for DBB hits to fit the Step I and IV data better
* Fixed the DBB asynchronicity by using a reference DBB (same trigger, same time)
* Set the time of space points and tracks to be in nanoseconds (instead of ADC counts)
* Improved decay matching efficiency* Fixed charge double overflow for unphysical time-over-threshold values
