Changes to the Staff Upload module to:
i. Restrict the maximum staff in the staff template, for those greate than maximum multiple Excels are generated and downloaded as a Zip File
ii.Automitically check set staff to old staff if the reason for departure is set
ii. Include HIV program time in template
iv. Check if the employment number and ID number are unique before upload
