[r=intellectronica][ui=noodles] Adds a pop-up help link to each
instance of the bug heat flames icon. It also introduces a new
a.help.icon class that removes the underline (actually a
border-bottom) where applied,
so as not to have an unsightly and distracting underline on the bug
heat icon.
