Add health_job_summary_table
1. Add health_job_summary_json in urls.py to fix NoReverseMatch error
2. Make use of Tag to fix no QuerySet return issue:
TypeError: count() takes exactly one argument (0 given)
Fix me:
1. HealthJobSummaryTable first field is named "name", how to name it to "Time"
