Change app_global_data_path so that on windows, it points to the place suggested by the Microsoft docs ("CSIDL_COMMON_APPDATA").

This then changes xdg_config_dirs so it is by default [CSIDL_LOCAL_APPDATA, CSIDL_COMMON_APPDATA]

After moving load_config_paths and save_config_paths into windows.py those reflect the change too.
