Slaughter CMake into submission

Disable everything but the already ported QML wallpapers, I've simply
taken the CMakeLists.txt from plasma-framework for now, which suffices
since we only install qml packages at this point. When we can share this
setup, we'll do something more elegant here.

This at least makes it possible to just run cmake and have stuff
installed correctly, also easy to enable more pieces as we port them.
