docs: fix apidox generation, and tag file handling

Rework a bit the apidox generation, so works again:
a) the tag file is used if found within the Qt documentation, using
   the correct path references to the Qt4 classes
b) remove the installdox invocation, as that tool has been removed in
   recent Doxygen versions
