Unify use of shebang line to invoke tools

Currently some of the scripts uses env and others don't. This patch
aims to unify these so all scripts behave the same and follow git
rules.
From git's mailing list, by default, e.g. /usr/bin/perl should be used.
That path can be customized when installing git.
