[r=blake-rouse][bug=][author=newell-jensen] Update how the region performs a power query for a node by making it part of the model. websockets, signals, and api logic was also updated to reflect this change. This change is necessary to handle better power driver error granularity for the UI, which will be handled with subsequent branches.
