Include custom user files from user-files directory.

This change allows for any file in the user-files directory to be included
in the cloud-init user data file. The files should be in yaml format which
is accepted by cloud-init.

In addition to any files in the user-files directory, this change introduces
the a change which any file in the user-file/preseeds directory is treated
as a curtin preseed for MAAS and copied into the MAAS controller's
/etc/maas/preseed folder to allow custom preseed files to be incorporated
into the MAAS controller.
