- The states resource will now send an empty list of uris to the
  presenter rather than None when it doesn't get the parameter correctly.
- Implemented test for Presenter.getStates().  It will now handle a
  request for an empty list of uris by itself rather than adding a
  task.
- Got rid of TestServiceHub.  ServiceHub now implements a getService()
  method which allows retrieving a service by its type.
