Allow bytecode compilation for pyml/generate

This change generalizes a patch submitted by
  Christopher Zimmermann <chrisz@openbsd.org>
for allowing pyml/generate to be compiled by ocamlc if ocamlopt
is not available.

The rules are adapted from pyml-current/Makefile.
