First cut in delivering a fix for bug 1429896:
- update .bzrignore list
- deliver just one top-level Makefile
- drop all unnecessary code from Makefiles (publishing needs to be
rethought anyway)
- update 'help' message for Makefile
- use proper variable names in Makefile
- update locations
- define dirnames in pelicanconf
- move all directory related functionality into
internals.translatations.utils
- update .bzrignore list
