Give layouts more control over the behavior of layer buttons and modifiers.

- New sticky key behaviors: -nocycle variants of all previously existing
  behaviors and "push" for push-button behavior. The latter never latches
  or locks. All options are available as key attribute 'sticky_behavior' or
  globally as gsettings key org,onboard.keyboard sticky_key_behavior.

- New key attribute 'show_active' allows to toggle showing latched 
  and locked states. This shifts the responsibility for the previously
  hard-coded behavior to not show active states for button layer0 to
  the layout files.

- All layout files upgraded to format 3.2.
