[onert] Support batch-parallel execution of trix models (#9747)
This commit suppors batch-parallel execution of trix models.
- Introduce BatchThreadPool
- Gather things related to device handle in DevContext
- Change ir::Shape::MAX_RANK to ir::Shape::ONERT_MAX_RANK
