Add python package for application testing

The uoa_integration_tests package provides methods to populate the account database and to inject authentication tokens into signond.
We also provide a shell script (/usr/share/uoa_integration_tests/test_env.sh) which application developers can use to setup a sandboxed environment in which libaccounts and signond can run without interfering with the developer's personal accounts.
