[REVERT] fields.function: revert backport of trunk fix as it may cause issues with legacy features transmitting binary files over XML-RPC

The reason for the backport is also gone now that
the issue was fixed in client-side by setting
bin_size:True in context when reading()
ir.actions.report.xml record.
