[ADD] oe: provides sane (unfucked) command-line interface.

The implementation is far from perfect. Some improvements are waiting in
its previous location: lp:~openerp/openerp-command.

Some docs are provided, see doc/openerp-command.rst and
doc/adding-command.rst.
