Add local_settings for Mitaka release
Add new local_settings template for Mitaka. This
includes addingexplicit configuration of WEBROOT and
STATIC_URL to ensure that paths are calculated
correctly in all parts of the dashboard.
This resolves issues launching instances using the
dashboard.
