[dash] Tweaked background image so that it looks good and the content on top is still readable both in composite and non composite mode.
  
Adapted margins in DesktopMode.
Laid out the scrollbar so that it respects the mockups and made sure it does not overlap the background bottom border.
Removed unused places/artwork/desktop_dash_background_mask.png.
