In the past we already covered other perma-fails related to ongoing postgresql MREs like pgfincore, orafce, postgresql-plproxy and pgpool2.

But the following are remaining
  Trusty - armhf on postgresql-9.3
  Xenial - armhf on postgresql-9.5
Those Are known issues that won't resolve and we agreed in the past that on the next non scurity pushed SRU we will add an override (They are fixed post Xenial).

This issue in particular is from switching testbeds from lxc -> lxd (documented by pitti and carried on since then).
This will not resolve, so make it a non versioned hint.
