Remove -fno-exceptions from CXXFLAGS
Remove -fno-exceptions from CXXFLAGS -- this flag was added to mimic
Percona Server's flag, which is built with CXX=gcc and therefore needs
-fno-exceptions, however now XtraBackup is built with CXX=g++ and this is
needed no longer. For moder compilers, build fails if -fno-exceptions is
used.
Remove -fno-exceptions from CXXFLAGS -- this flag was added to mimic
