Update packaging to 5.1.56-12.7
Added a script for compiling RPMs.
Minor fixes to script for compiling debs.
Made plugins explicit in the configure command line.
Placed mysql-test files in /usr/share/mysql/ (dpkg).
Adjusted the version in Makefile and other files.
