publish-build: drop support for old releases

By removing support for hardy, intrepid, jaunty, karmic, maverick,
quantal, raring, and utopic, we can simplify the code.  This removes
conditional publication of HVM and EBS images, we will always publish
these.  This patch also changes the defaults for publication options to
reflect the latest releases.
