packaging adjustments
- debconf changes to be a bit more tolerant
  + kismet uses libcap to drop privs, not acquire privs
  + changed postinst to reflect this -- either kismet is installed
    setuid or it has to be ran as root
- rules adjustments
  + plugins-install installs all plugins -- no need to install autowep/ptw
    separately
  + make dep after configure
  + run debconf-updatepo in clean
