power-source: Add support for thermal shutdown
Shut down the device when the battery temperature exceeds a
threshold. The threshold is currently set at 68 degrees C, which
is the default value used by Android. Devices are allowed to
override the default in an xml file, but we don't yet have any
way of getting this into powerd.
