Add GDAL 2.2.0 to Travis build matrix (#445)

* + GDAL 2.2.0

* Fixed tests in GDAL 2.2.x where GeoJSON layer is no longer OGRGeoJSON.

Also fixed some warnings re: open file handles.

* Fix for change to OGR_F_IsFieldSet in GDAL 2.2. Closes #460.

This commit introduces the use of Cython compile time directives.
This will cause issues for users compiling without Cython
installed, where the GDAL version the .c sources were generated
for are different from the version being built against.
