NSIS installer improvements:
* don't use _ext for binary libs, all PyQt4 libs should be in _lib;
* new option --copy-pyqt4 for setup.py bdist_nsis automatize copying PyQt4 libs to installer/_lib
* nsis-installer.txt: short instruction for building installer
