Added a rudimentary spinner with the RadialSpinner class.

The spinner isn't particularly glamorous at the moment; in fact, the visible
parts don't look much like they need to. However, the spinner works relatively
well. It largely follows the interface of QSpinBox, though the step size can be
decimal.
