Remove option to disable MPI from configure
./configure --disable-mpi doesn't produce a buildable version of
Fluidity, and there is no real wish to try and support this option.
So require MPI at the configure stage and exit with an error if a
usable MPI compiler is not found.
Additionally, hint how the user can set the MPI compiler through
environment variables if it doesn't have a sane name.
