add '--hook-img' flag

Add a generic hook for "invoke program with path to image before
uploading".  This is not that useful if the image is already available
locally because you can easily run some prep script on it here.  However,
Since each of the cloud-publish-* things can download images its nice to
have a generic hook to modify the disk image file before uploading it.

One example use is in debugging I will run 'backdoor-image' as a hook-img
and then be sure that I can get into the instance if it doesn't correctly
find its metadata.
